§ 01What the site does by construction
The items below do not depend on testing: they follow from how the pages are built, and each is enforced by a check that fails the build rather than by anyone remembering.
- Everything works without JavaScript, because there is none. No content appears late, no control depends on a script, and nothing is hidden behind an interaction that a script would have to handle.
- A skip link is the first thing that takes focus on every page, and it becomes visible when it does.
- Focus is always visible. The focus indicator is drawn in two layers — a light gap and a dark ring — so that it remains visible on a coloured button as well as on white.
- Text contrast is checked mechanically. Every declared text-on- background pair is measured against the WCAG formula on every build, and a pair below the threshold stops the build.
- Colour is never the only signal. A tinted band always carries a rule as well as a tint, because the tint alone disappears in greyscale.
- The decorative background is removed in high-contrast and forced- colour modes, and when printing. It carries no meaning, so nothing is lost with it.
- Page language is declared on every page, and a link that leads to a page in another language declares that language on the link.

The automated checks above cover roughly the part of WCAG that a machine can decide. They do not cover reading order, the usefulness of link text out of context, or whether a page makes sense when heard rather than seen. Until a manual pass has been done, this statement claims nothing about those.
The first automated run is scheduled for the day this site reaches its live address, because the checks that matter — the ones about what the server actually sends — cannot be run against a local copy.
